a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Alliance on Aging for $367,853 to provide Outreach, Long Term Care Ombudsman, HICAP and MIPPA services to Monterey County seniors for the period July 1, 2015 through June 30, 2016; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Alliance on Aging for $367,853 to provide Outreach, Long Term Care Ombudsman, HICAP and MIPPA services to Monterey County seniors for the period July 1, 2015 through June 30, 2016; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides Outreach, Long Term Care Ombudsman, Health Insurance Counseling and Advocacy (HICAP), and Medi-Care Improvements for Patients & Providers (MIPPA) services to seniors throughout Monterey County. Alliance on Aging will provide outreach to seniors, investigate and resolve complaints on behalf of residents of long-term care facilities, provide advocacy services for residents of long-term care facilities, and health insurance counseling and advocacy for Medicare beneficiaries and the public at large.
