Title

a.  Approve and authorize the Director of Health to execute an Agreement with the Transportation Agency of Monterey County for the Via Salinas Valley: Pathways to Health through Active Transportation project for a total of $140,000 for the period August 1, 2015 through December 31, 2016; and

b.  Authorize the Director of Health to sign up to three (3) future amendments that do not exceed 10% of the original Agreement amount, and which do not significantly alter the scope of the work.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health to execute an Agreement with the Transportation Agency of Monterey County for the Via Salinas Valley: Pathways to Health through Active Transportation project for a total of $140,000 for the period August 1, 2015 through December 31, 2016; and

b.                     Authorize the Director of Health to sign up to three (3) future amendments that do not exceed 10% of the original Agreement amount, and which do not significantly alter the scope of the work.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department (MCHD), the Salinas Valley cities of Salinas, Gonzales, Soledad, Greenfield and King and the Transportation Agency of Monterey County (TAMC) were successful applicants to the Active Transportation Program Cycle I funds to construct physical improvements for improving walkability and ride ability in the Salinas Valley Cities and portions of the unincorporated area of the County. This agreement outlines the work to be conducted to achieve the grant’s scope.

 

In order to receive the funds for and implement the projects, TAMC will enter into this agreement as the implementing agency responsible and accountable for the use and expenditure of program funds as well as overseeing the construction of the entire project. MCHD will be the Lead Agency responsible for grant administration, partner coordination, evaluation, and developing data for the project.  In order to conduct this work, TAMC and MCHD will enter into an agreement entitled Via Salinas Valley: Pathways to Health through Active Transportation.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Enhance health and safety through prevention.  It also supports three of the ten essential public health services, specifically: 3) Inform, educate, and empower people about health issues; 4) Mobilize community partnerships and action to identify and solve health problems; 5) Develop policies and plans that support individual and community health effort; and 6) Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions. This Agreement is on file with the Clerk of the Board.

 

FINANCING:

There are sufficient appropriations and revenues included in the Health Department's (4000-HEA014-8438) FY 2015-16 Adopted Budget to cover the anticipated annual amount of approximately $95,000.  The actual remaining balance of Agreement will be in included in Health Department's FY 2016-17 Requested Budget.
