RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Ratify the County’s submittal of a grant application to the California Department of Transportation, Division of Aeronautics (Caltrans) for Acquisition and Development grant funds for Airport Land Use Compatibility Plan (ALUCP) Updates;

b.                     Certify to Caltrans the availability of 10 percent matching funds from other than state or federal sources;

c.                     Authorize the Acting Resource Management Agency Director, or his designee, to act as the agent for the County in processing all documentation to secure these funds; and

d.                     Direct the Resource Management Agency to return to the Board for approval prior to acceptance of any grant award(s).

 

SUMMARY:

This grant from the California Aid to Airports Program would provide $162,000 of state funding for completion of the Airport Land Use Compatibility Plans (ALUCPs) for the Monterey Regional and Marina Municipal Airports.  The County’s grant request is scheduled for consideration by the California Transportation Commission in August 2015.  County matching funds, sufficient to meet a 10 percent requirement, were approved by the Board of Supervisors on February 10, 2015.

 

DISCUSSION:

The County’s four public use airports (Monterey, King City, Marina, and Salinas) are required to have Airport Land Use Compatibility Plans (ALUCPs).  The current ALUCPs are between 19 and 37 years old and require updating.  On February 2, 2015, the Board of Supervisors approved a Professional Services Agreement (PSA) to provide airport land use planning consulting services to update the ALUCP documents for Monterey Regional, Marina Municipal, Salinas Municipal, and Mesa Del Rey (King City) Airports.

 

County procedure for processing grant applications requires approval and authorization by the Board of Supervisors prior to submittal of a grant application.  Grantors often do not provide the time needed to both prepare all of the grant documentation and present a completed grant application through the Board report administrative review process.  In this particular case, RMA staff responded quickly to a Caltrans request for an application that included a short turnaround time.  Subsequently, RMA staff ensured the availability of the 10 percent matching funds.  The Board of Supervisors is being asked to ratify the grant submittal.

 

On or about March 4, 2014, the Resource Management Agency (RMA) submitted an Acquisition and Development (A&D) grant application (Attachment A) for the following project:

 

                     Airport Land Use Compatibility Plan (ALUCP) - Phase 2 - Elements 1 and 2

Preparation of a displacement analysis, environmental documentation, and draft and final plans for Monterey Regional and Marina Municipal Airports.  The County is requesting the A&D grant funds to fully fund the Phase 2, Elements 1 and 2 portion of the project.  Any residual funds would be directed, with Caltrans’ concurrence, to initiate Phase 2, Elements 3 and 4 (preparation of the ALUCP documents for Salinas Municipal and Mesa Del Rey (King City) Airports.

 

A&D grants provide California Aid to Airports Program (CAAP) funds to airports and planning agencies for use in constructing projects, acquiring land, and preparing planning documents.  Projects are competitively awarded by the California Transportation Commission (CTC) on a statewide basis.  The CTC adopts the Aeronautics Program and allocates funds for A&D grants.  An A&D grant funds up to 90 percent of a project, with the local jurisdiction providing 10 percent matching funds.  The County of Monterey has committed the 10 percent match by funding Phase 1 of the ALUCP Update contract (see Financing section below).  This 10 percent match has already been satisfied by the Board’s approval of the PSA for airport land use planning consulting services.

 

If the grant is awarded the consultant would focus the services for these two airports on the tasks for California Environmental Quality Act (CEQA) documentation and Airport Land Use Commission (ALUC) approval support.  Tasks for ALUCP updates for Salinas Municipal and Mesa Del Rey Airports were included in the PSA’s scope of services; however, this initial grant request would only focus on completing the ALUCPs for Monterey Regional and Marina Municipal Airports.   Grant funding for the ALUCPs for Salinas Municipal and Mesa del Rey (King City Municipal) Airports has been applied for separately, and County staff will submit a separate request for authorization and certification of matching funds upon determination of the applicable fiscal year.

 

OTHER AGENCY INVOLVEMENT:

RMA-Planning coordinated with the Monterey County Airport Land Use Commission, Caltrans Division of Aeronautics, and the airport managers for Monterey Regional, Marina Municipal, Salinas Municipal, and Mesa Del Rey (King City) Airports.

 

FINANCING:

There is an impact to the General Fund.  The Grant does not allow for the reimbursement of staff costs.  Staff anticipates expending approximately $5,000 in staff time for this project in FY 2015-16.  In FY2013-14 and FY2014-15, staff time expended for this project totaled $7,192.  When combined with previous and forecasted staff time expenditures, total anticipated staff costs are estimated at $20,000.  The staff time associated with this project has and will continue to be absorbed in the Adopted Budgets for RMA-Planning.  On February 2, 2015, the Board of Supervisors approved a Professional Services Agreement (PSA) to provide airport land use planning consulting services for the four general public use airports within Monterey County (Request for Qualifications #10451), in an initial amount of $25,000 for Phase I in FY2014-15, from the funds allocated towards General Plan Implementation, and for a total amount not to exceed $486,025, contingent upon availability of future funding (i.e., Caltrans A&D grant funding), for a period of three (3) years, from execution of the PSA, with the option to extend the PSA for one (1) additional one (1) year period.

 

Final decision for this grant request will be made in August 2015, when the California Transportation Commission will vote on the FY2015-16 California Aid to Airports Program (CAAP).  This grant would provide sufficient funding for completion of the Airport Land Use Compatibility Plans (ALUCPs) for the Marina and Monterey airports.
