RECOMMENDATION:
It is recommended that the Board of Supervisor’s Budget Committee support the request to:
a. Reallocate 1.0 FTE Environmental Health Specialist III (4000-HEA005-8114) to 1.0 FTE Environmental Health Specialist IV, (4000-HEA005-8272); and
b. Authorize the County Administrative Office to reflect approved changes in the Fiscal Year 2015-16 Adopted Budget.
SUMMARY/DISCUSSION:
The Environmental Health Bureau requests the reallocation of one (1 FTE) Environmental Health Specialist III to one (1 FTE) Environmental Health Specialist IV position. The Environmental Health Bureau has determined that its Drinking Water Protection Services unit would benefit from a supervisory level position of Environmental Health Specialist IV to better support its delivery of consumer health and water management services and consumer requests for, and delivery of, services. The reallocation of one vacant funded Environmental Health Specialist III to one Environmental Health Specialist IV supervisory position will better enable oversight of the Drinking Water Protection Services program in its day to day operations which includes water sampling and testing, water permit applications and approval, well sealing and ongoing small and large water systems inspection and review.
This reallocation supports the Monterey County Health Department 2011-2015 strategic plan initiatives to enhance community health and safety by emphasizing prevention and it also supports one or more of the ten essential public health services, specifically to diagnose and investigate health problems and health hazards in the community; to inform, educate, and empower people about health issues and to enforce laws and regulations that protect health and ensure safety.

FINANCING:
Reallocation of a funded, but vacant Environmental Health Specialist III to Environmental Health Specialist IV results in an annual increase of salary and benefits cost of $9,900 which will be funded by the most recent Local Primacy Agency program grant. There are sufficient appropriations and revenues included in Health Department Environmental Health's (4000-HEA005) FY 2015-16 Adopted Budget to cover this increase. This request will be included in the Health Department Environmental Health Bureau's (4000-HEA005) FY 2016-17 Requested Budget.
