RECOMMENDATION:
It is recommended the Board of Supervisors:
a. Ratify, amend and authorize the Contracts Purchasing Officer or his designee to execute a contract between Medics for Life, Incorporated and the County of Monterey starting on January 10, 2015 in the amount of $12,000; and
b. Authorize the Contracts Purchasing Officer or his designee to approve and execute up to three future amendments to this agreement where the total combined amount of all amendments do not exceed $38,000 (for a total not to exceed amount of $50,000) and do not significantly change the scope of the work.
SUMMARY/DISCUSSION:
The Monterey County Search and Rescue unit undertakes wilderness searches for missing or injured hikers, swift water rescues due to flooding, rescues or recoveries resulting from vehicles driving over a cliff, performs body recoveries and provides mutual aid to other local law enforcement agencies, local fire departments, federal parks and forest service personnel.
The Monterey County Sheriff’s Office secured the services of Medics for Life, Incorporated to provide emergency medical responder training and certification for members of its Search and Rescue team. The contract negotiation began in December 2014 and services began in January 2015, but it became protracted due to the need for the contractor to secure insurance meeting County standards. A contract was not fully executed and signed until July 7th, 2015, and the department must now ratify this contract retroactive to January 2015 because services were provided by the vendor, as indicated on Exhibit B of the contract.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and provided advice as to how to process this contract.
FINANCING:
There will be no increase in the General Fund Contribution as a result of this board action. The cost is included in the Fiscal Year 2015-16 Sheriff’s Approved Budget.
