RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health to sign Amendment No. 2 to Mental Health Services Agreement A-12513 with California Psychiatric Transitions for the provision of mental health rehabilitation services to adult clients with severe mental disabilities in the increased amount of $839,380 for Fiscal Year (FY) 2015-16, for a new total Agreement amount of $1,762,480 for FY 2013-14 through FY 2015-16; and

b.                     Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

California Psychiatric Transitions (CPT), located in Delhi, California, is one of a very limited number of Mental Health Rehabilitation Centers (MHRC’s) that specialize in working with people with severe mental disabilities.  This facility provides client specific programs including behavioral adjustment, self-help skill development, pre-vocational preparation, and addressing special needs in interpersonal relationships.  CPT provides specialized services at two primary care service levels that meet Behavioral Health clients’ needs for immediate placement at a lower level of care upon hospital discharge.  This facility is the last resort before a client is placed in a State Hospital.

 

This Amendment No. 2 to Agreement A-12513 with California Psychiatric Transitions affects the last year of the three (3) fiscal year term from July 1, 2013 to June 30, 2016, adding three beds to the existing Agreement, supporting the Natividad Medical Center Mental Health Unit for outpatient placements to lower level care facilities.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions. A copy of this Amendment No. 2 to Agreement A-12513 is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Realignment revenues (100%).  The funds for this Agreement ($839,380) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Adopted Budget.
