Approve and authorize the Director of Health to execute the standard Agreement for Professional Services (PSA) with Community Foundation of Monterey County (CFMC) commencing September 1, 2015 to June 30, 2018; funding not to exceed the sum of $1,200,000. The Agreement is to provide administrative support for the program Girls’ Health in Girls’ Hands (GHGH) that provides education to youth, using Evidence-Based Program Models (EBPMs) that provide teens with the knowledge, understanding, and behavioral skills necessary to make responsible decisions regarding risky sexual behavior.

It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to execute the standard Agreement for Professional
Services (PSA) with Community Foundation of Monterey County (CFMC) commencing September 1, 2015 to June 30, 2018; funding not to exceed the sum of $1,200,000. SUMMARY/DISCUSSION:
Monterey County Health Department is a sub-awardee of Community Foundation for Monterey County and is responsible for acting as the lead agency in providing support to and assisting in the facilitation of the Girls’ Health in Girls’ Hands Initiative to not only ensure access for girls to receive more comprehensive and integrated health information, but also to develop powerful leadership skills among girls in Monterey County to help influence positive changes at their schools and in their communities. This work supports the MCHD 2011-2015 Strategic Plan Initiative: 1. Empower the community to improve health through programs, policies, and activities. Additionally, this work supports two of the 10 Essential Public Health Services: Mobilizing community partnerships and action to identify and solve health problems and inform, educate and empower people about health issues.
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively. The Agreement utilizes standard hold harmless language.
FINANCING:
This Agreement is fully funded by the Community Foundation for Monterey County’s, Girls’ Health in Girls’ Hands Initiative. There are sufficient appropriations included in the Health Department’s (HEA003-8124) Adopted Budget for Fiscal Year 2015-16.
