RECOMMENDATION:
It is recommended that the Board of Supervisors authorize the Auditor-Controller to decrease appropriations by $316,525.00 in unit 001-1050-8038-CAO017 (Other Financing Uses) and increase appropriations by $316,525.00 in unit 001-8037-CAO016 (Medical Care Services) as required to transfer Fiscal Year (FY) 2014-15 Vehicle License Fees (VLF) revenue from the General Fund to the Health Realignment Fund (Fund 025) (4/5th vote required).

SUMMARY/DISCUSSION:
The County receives Vehicle License Fees (VLF) revenue as part of its non-program revenues within the General Fund. As required by the recent State-county realignment of health and welfare programs, the County adopted accounting procedures to transfer a portion of the VLF revenue from the General Fund (County Administrative Office, Medical Care Services) to the Health Realignment Fund for services to the medically indigent. On July 28, 2015, the Board of Supervisors approved a report transferring $2,444,274 in VLF revenue from the General Fund to the Health Realignment Fund. A reconciliation conducted by the Auditor-Controller's Office has determined that an additional $316,525 in VLF is owed to the Health Realignment Fund based on the most recent accounting of year-end FY 2014-15 VLF revenues. This report makes that correction and transfers the additional $316,525 from the General Fund to the Health Realignment Fund as required by the State.
