Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an Agreement with Hartnell Community College for $83,774 to provide training, supervision, and mentoring to current and former foster and youth ages 15 to 24 for the period July 1, 2015 through June 30, 2016; and

b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this Agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work, nor extend the Agreement term.

 

SUMMARY/DISCUSSION:

This Agreement provides an Independent Living Program (ILP) that serves the needs of eligible current and former foster youth with curriculum development, event planning, daily life skills training, and supervision/mentoring of Transition Age Youth (TAY).  The program emphasizes the four ILP domains: education, employment, finance and daily living skills.  Hartnell Community College (Hartnell) leads this program in partnership with Monterey County Department of Social Services (DSS) and On the Move dba The Epicenter.  This will be accomplished through shared oversight, development and implementation regarding the programmatic, social and individual needs of youth transitioning to adulthood (primarily youth ages 15 to 24) through the provision of Monterey County’s Independent Living Program.

 

In FY 14-15, Hartnell partnered with The Epicenter, DSS and Probation to provide 67 experiential activity hours, 88 classroom hours and 77 one-on-one interactions with eligible youth.  A total of 37 youth were served across programs through the previous contract.  The contractor met or exceeded all goals for the agreement. 

 

DSS has a separate two-year Hartnell agreement approved by the Board on July 22, 2014, to provide caregiver training, foster parent recruitment and support foster families reunifying and adopting.  The current ILP agreement, in combination with the other agreement with this vendor, exceeds Purchasing’s $100,000 authority to execute agreements with the same vendor for similar services and is therefore being brought forward to your Board for approval.  Approval of the recommended action delegates to the Director of Social Services the authority to sign this ILP Agreement with Hartnell.

 

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has not approved the Agreement unless it is approved by the Board due to the ‘stacking issue’.

 

FINANCING:

This ILP Agreement is funded by federal and realignment revenue.  Sufficient appropriations and estimated revenues are included in SOC005are included in the FY 2015-16 Adopted Budget. There is no impact to the General Fund Contributions.
