RECOMMENDATION:
It is recommended that the Budget Committee to the Board of Supervisors support request to:
a. Amend Fiscal Year (FY) 2015-16 Health Department Budget 4000-HEA003-8124 to reallocate one (1) 0.80 FTE Public Health Nurse II to four (4) 0.80 Public Health Nurse II positions adding 0.20 FTE to each of the positions; and
b. Authorize the County Administrative Office to reflect approved changes in the FY 2015-16 Adopted Budget.

SUMMARY/DISCUSSION:
The Health Department recommends to reallocate one (1) 0.80 FTE Public Health Nurse II (PHNII) position and add 0.20 FTE to four (4) 0.80 FTE PHNII positions to better meet the Department's business needs. This action will allow current PHNII incumbents the opportunity to work full-time and additionally will improve recruitment potential should these positions become vacant.

This action will support the Monterey County Health Department's 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; and, 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:
