RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health to sign a Memorandum of Understanding with the City of Salinas to authorize and fund a feasibility study that identifies options for combining services and/or programs between the Monterey County Animal Services Shelter Program and the City of Salinas Animal Services Shelter Program, contingent upon approval by the City of Salinas; and

b.                     Approve and authorize the Director of Health to sign a standard County agreement with Management Partners, in the amount of $44,900.00, to conduct the feasibility study, effective September 1, 2015 through June 30, 2016.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department’s Animal Services Program is responsible for providing animal services in the unincorporated areas of Monterey County.  It also operates an Animal Services Shelter located at 160 Hitchcock Road, Salinas, CA that offers an array of services, including but not limited to, shelter, veterinary, quarantine, and licensing services.  The City of Salinas is responsible for providing animal services within the incorporated City; it operates an Animal Services Shelter located at 144 Hitchcock Road, Salinas, CA.  Historically, both shelters have operated independently, under two Operations Managers; they also have a history of working in unison on special projects as necessary.

 

With the recent departures of each shelter’s Operations Manager, the possibility of operating the County and City animal shelters as one single program has been introduced.  Both shelters are located within close proximity of each other, offer similar services to the public, and are in need of an Operations Manager.  Combining services, shelters and staffing under one operation could be a logistical alternative to the continuation of separate, similar programs. It could aid in creating a more defined operation that enhances both the health and welfare of animals and protection of the public health of the residents of Monterey County and the City of Salinas. 

 

A feasibility study is necessary to identify strengths, weaknesses, opportunities and threats attendant to combination of City and County animal shelters and animal services programs.  Upon completion of the study, the results will be presented to the County and the City and next steps, if any, will be identified for consideration.  If approved by its City Council, the City of Salinas will compensate the County for 50% of the cost of the feasibility study, as stated in the proposed Memorandum of Understanding (MOU). 

 

OTHER AGENCY INVOLVEMENT:

The Offices of County Counsel has reviewed and approved the MOU, and the standard County Agreement and exhibits, as to form.  Contracts/Purchasing has approved selection of Management Partners as a sole source vendor.

FINANCING:

Funding for the agreement is included in the Animal Services Program FY 2015-16 Adopted Budget (4000 HEA005 8442).  .  If approved by its City Council, the City of Salinas will compensate the County for 50% of the cost of the feasibility study, as stated in the proposed Memorandum of Understanding (MOU).
