RECOMMENDATION:
It is recommended that the Board of Supervisors:

a. Approve a Memorandum of Understanding with the Monterey County Office of Education, reimbursing the Probation Department in the amount of $160,915 for collaborative services for the Salinas Community School program during FY 2015-16; and

b. Authorize the Chief Probation Officer to sign the MOU.

SUMMARY:
Monterey County Office of Education (MCOE) and Monterey County Probation Department (MCPD) have long provided a coordinated approach to closely monitor and supervise juvenile probationers and assist with at-risk students within the school system, utilizing available resources from both agencies. This Memorandum of Understanding documents this approach and provides for the partial reimbursement to the Probation Department of its costs in these efforts.

DISCUSSION:
The Monterey County Office of Education (MCOE), through its Alternative Education Programs, operates a community day school. This school serves at-risk youths who have been expelled from school districts. MCOE has requested Probation to assist in truancy issues at this school.

MCPD shall assign one Deputy Probation Officers (DPO) and one Probation Aide (PA) to the district to closely monitor and supervise juvenile probationers to ensure the orderly and effective operation of the community school, and enhance the level of assistance available to the students in attendance. The Probation Officer manages cases and enforces conditions of probation while the Probation Aide provides oversight and support services to the students during school hours.
