RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or his designee to execute Amendment #1 to the Agreement by and between County of Monterey and County of Los Angeles for the intrastate transportation of prisoners; and
b. Authorize the Contracts/Purchasing Officer or his designee to approve and execute future amendments to this Agreement where future amendments in aggregate do not add more than $10,000 to the Agreement, and which do not significantly alter the scope of the agreement.
SUMMARY/DISCUSSION:
Parties are frequently arrested or detained in other areas of the state, on the authority of warrants issued from Monterey County. It is the obligation of Monterey County to transport those parties from the location they were arrested or detained to our county jail. This can be a very costly process, particularly if detainees must be picked up one at a time. The Los Angeles County Sheriff’s Department owns and operates a fleet of transportation buses that make scheduled trips throughout the state, picking up prisoners that belong to Los Angeles County and delivering prisoners to other county jails.
Monterey County has been part of this reciprocal transportation system for many years. The system offers significant cost savings and benefits to Los Angeles County and to the jails that they serve. To date, Monterey County has not been charged for transportation services under this agreement, and it is unlikely that this will ever occur.
The rates for the agreement adjust upwards annually (similar to the county’s fee schedule) and the current charge rate for services would be $0.76 cents per mile, $8.00 cost per meal and $68.81 per service hour if significant deputy time is expended. This contract is budgeted as a zero cost service contract. The requested amendment represents a contingency placeholder amount that would allow the Sheriff’s Office to pay the Los Angeles County Sheriff without delay should they begin assessing fees at some point in the future.
OTHER AGENCY INVOLVEMENT:
This agreement represents a collaborative, mutually beneficial agreement between the Los Angeles County Sheriff’s Office and the Monterey County Sheriff’s Office. County Counsel has approved the agreement as to legal form and the Auditor/Controller has approved the fiscal provisions.
A copy of this agreement is on file at the office of the Clerk to the Board of Supervisors.
FINANCING:
There will be no increase in General Fund Contribution as a result of this board action.
