RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health to execute a one-year Memorandum of Understanding (“MOU”) (July 1, 2015 to June 30, 2016) with Monterey Peninsula Unified School District for the Monterey County Health Department, Behavioral Health Bureau to provide mental health services at the Cabrillo Family Resource Center, and

b.                     Approve and authorize the Director of Health to execute up to three future amendments to this MOU that do not significantly alter the scope of work or where the total amendments do not exceed 10% of the original contract amount.

 

SUMMARY/DISCUSSION:

Monterey County Health Department - Behavioral Health Bureau (“MCBHB”) is the recipient of a First 5 Monterey County grant to implement the Secure Families Program.  The purpose of the Secure Families Program is to improve the ability of families, schools and communities to prepare children age 0-5 to enter school ready to succeed.  MCBHB through the Secure Families Program will provide 1.0 FTE psychiatric social worker (“PSW”) for the provision of mental health services to infant, toddler and pre-school age children with mental health consultation to Monterey Peninsula Unified School District (“MPUSD”) Cabrillo Family Resource Center personnel who work with children ages 0-5.  The Cabrillo Family Resource Center will be used as a venue for providing community-based and integrated mental health services in Seaside. 

 

It is recommended this MOU become effective July 1, 2015.  The delay for presentation was caused by a prolonged review process.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 1) Empower the community to improve health through programs, policies, and activities; 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems.

 

This MOU contains a 30-day “without cause” provision (Section 10), which provides that either the County or MPUSD may cancel the MOU.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this MOU as to legal form, fiscal provisions, and insurance requirements, respectively.  A copy of this MOU is on file with Clerk of the Board.

 

FINANCING:

There are sufficient appropriations and revenues in the MCBHB (4000-HEA012-8410) FY 2015-16 Approved Budget.  The costs for the services of 1.0 FTE PSW are funded by a mix First 5 Monterey County Secure Families grant revenues, MHSA and Medi-Cal dollars.  The County’s liability for FY 15-16 is $118,247.00.  There will be no impact to the County General Fund associated with this request.
