RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Utility Agreement No. 2201.01 with Pacific Gas and Electric Company for the temporary relocation of an electric distribution pole for 100% of the actual net cost to Pacific Gas and Electric Company estimated to be in the amount of $68,763 for construction of the Peach Tree Road Bridge Replacement Project; and

b. Authorize the Resource Management Agency - Director of Public Works to execute Utility Agreement No. 2201.01 and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

 

SUMMARY/ DISCUSSION:

Approval of Utility Agreement No. 2201.01 with Pacific Gas and Electric Company (PG&E) provides for the temporary relocation of an electric distribution pole for the construction of Peach Tree Road Bridge Replacement Project (Project).  PG&E has prior property rights in this area.  Monterey County will provide the funds required for the pole relocation.

 

The Project consists of construction of a new, two lane bridge on the existing alignment, associated approach embankment grading and paving, and removal of the existing bridge located on Peach Tree Road (County Bridge No. 412; State Bridge No. 44C-0151) 19.92 miles south of State Highway 198.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, and Auditor-Controller, have reviewed and approved Utility Agreement No. 2201.01 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund.  This report recommends approval of the actual net cost agreement estimated to be $68,763 for Utility Agreement No. 2201.01.  The PG&E temporary utility relocation cost is not covered by franchise agreement and Monterey County is responsible for compensating PG&E for this cost.

 

Complete funding has been authorized for design, environmental, right-of-way and construction costs.  The total estimated cost of the project is $2,787,982.  Authorization for Utility Temporary Relocation will be obtained upon execution of the Agreement.  Federal Highway Bridge Program (HBP) funds will provide for 88.53% of the actual net cost of the PG&E utility relocation estimated to be $60,876.  The remaining 11.47% of the actual net cost estimated to be $7,887 will be covered by State Seismic Retrofit Funds.
