RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to execute a Student Internship Placement Agreement between the Monterey County Health Department (“MCHD”) and San Francisco State University for students obtaining practical clinical experience within a clinical facility setting at MCHD including but not limited to nursing, physical therapy, occupational therapy, dietetics, biomedical laboratory science, communicative disorders, phlebotomy and social work for Fiscal Year 2015-2016.
SUMMARY/DISCUSSION:
MCHD requests the Board of Supervisors to approve a Student Internship Placement Agreement for students enrolled at San Francisco State University (“University”) requiring clinical experience for their certification program including but not limited to nursing, physical therapy, occupational therapy, dietetics, biomedical laboratory science, communicative disorders, phlebotomy and social work for Fiscal Year 2015-2016.
The proposed Agreement outlines the duties and responsibilities of each party and an Exhibit to ensure student adherence to both University and MCHD clinical facility policies and procedures for enrollment in the internship program. It also includes County of Monterey approved insurance requirements and a mutual indemnification per the County of Monterey standard requirements.
While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems and 8) Assure competent public and personal health care workforce.
This Agreement contains a 90 day termination “without cause” provision (Section VII, A), which provides that either the County or University may cancel the Agreement.
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively. A copy of the Agreement is on file with the Clerk of the Board.
FINANCING:
There are no fiscal provisions included in this Agreement. Approval of this Agreement will have no impact on the County General Fund.
