a. Approve and authorize the Director of Health to execute a Facility Use Agreement (October 15, 2015 to June 30, 2018) with Interim, Inc. for the Monterey County Health Department, Behavioral Health Bureau to provide clinical consultation, counseling and support groups, wellness groups and activities for transition age youth, adults and their families located at Pajaro Street Wellness Center located at 339 Pajaro, Salinas, CA;
b. Approve recommendation of Director of Health to accept a non-standard indemnity provision and liability for reasonable repairs; and
c. Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not significantly change the services to be provided.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to execute a Facility Use Agreement (October 15, 2015 to June 30, 2018) with Interim, Inc. for the Monterey County Health Department, Behavioral Health Bureau to provide clinical consultation, counseling and support groups, wellness groups and activities for transition age youth, adults and their families located at Pajaro Street Wellness Center located at 339 Pajaro, Salinas, CA; and
b. Approve recommendation of Director of Health to accept a non-standard indemnity provision and liability for reasonable repairs; and
c. Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not significantly change the services to be provided.
SUMMARY/DISCUSSION:
Interim, Inc., is a non-profit organization that provides an array of services to adults experiencing mental health challenges. Interim Inc.’s Pajaro Street Wellness Center provides recovery-oriented support groups that promote consumer wellness and recovery through self-help groups, and other activities. Monterey County Health Department, Behavioral Health Bureau (MCBHB) and Interim, Inc. have a long established collaborative relationship in providing support and recovery services. Interim, Inc. will provide MCBHB the use of a conference room or rooms at their Pajaro Street Wellness Center for the sole purpose of providing clinical consultation, counseling and support groups, wellness groups and activities for transition age youth, adults, and their families. This Facility Use Agreement contains a mutual indemnity provision and requires MCBHB to pay for reasonable costs of repairs.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
This Agreement contains a 30-day “without cause” provision (Section 18), which provides that either the County or Interim may cancel the Agreement.
OTHER AGENCY INVOLVEMENT:
The County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements. Agreement is on file with the Clerk of the Board.
FINANCING:
In consideration of the community benefit of this Agreement, MCBHB shall not pay Interim a fee for use of the Facility. However, there are sufficient appropriations in the MCBHB (4000-HEA012-8410) FY 2015-2016 Budget to finance the costs of reasonable repairs that may arise from this Agreement.
