a. Approve and authorize the Director of the Department of Social Services to sign an amendment to add $22,800 to Agreement #15F-2406 to the California Department of Community Services and Development for a total of $82,800 for the Drought Water Assistance Program for the period April 1, 2015 to December 31, 2015;
b. Approve and authorize the Director of the Department of Social Services to sign up to one (1) amendment to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work;
c. Approve an increase in estimated revenues and appropriations in the amount of $22,800 in the Department of Social Services Fund 008, 5010, SOC007, 8257 for the Community Action Partnership; and
d. Authorize the Auditor-Controller’s Office to incorporate approved modifications in the FY 2015-16 Adopted Budget. (4/5th vote required)

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an amendment to add $22,800 to Agreement #15F-2406 to the California Department of Community Services and Development for a total of $82,800 for the Drought Water Assistance Program for the period April 1, 2015 to December 31, 2015; and
b. Approve and authorize the Director of the Department of Social Services to sign up to (1) amendment to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work; and
c. Approve an increase in estimated revenues and appropriations in the amount of $22,800 in the Department of Social Services Fund 008, 5010, SOC007, 8257 for the Community Action Partnership; and

SUMMARY/DISCUSSION:
The Drought Water Assistance Program (DWAP) is a fully funded grant from State of California Community Services Development for the period of April 1, 2015 through December 31, 2015. This grant provides water bill assistance, education in water conservation and outreach to Monterey County residents. The State has sent an additional $22,800 for direct water bill assistance, amending the original agreement to $82,800.
The Community Action Partnership subcontracts with Central Coast Energy Services for the provision of these services. Through September 10, 2015, Central Coast Energy Services has assisted 320 low-income households with a portion of their water bill. The additional funds will serve approximately 100 additional households in Monterey County with their residential water utility bill to prevent disruption in vital water services.
Approval of the recommended action allows the Director of Social Services to execute the amended State funding agreement for the designated program. This is a standard state agreement for grants awarded for this type.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the agreement as to form. Department will submit amendments to County Counsel for approval as to form before Department signs and returns to the State agency.
FINANCING:
The increase in estimated revenues and appropriations for Fund 008, SOC007 for Fiscal Year 2015-16 will be funded by Community Services Federal funds. Approval of this action has no impact on County General Fund contributions.
