Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) Ratify, amend and authorize the Contracts Purchasing Officer or the Contracts Purchasing Supervisor to execute six (6) Amendments to the current Countywide Service Agreements listed in Attachment A to provide Temporary Employment Services.
b) Authorize the Contracts Purchasing Officer or the Contracts Purchasing Supervisor to execute Amendments to extend the term of the current Agreements from August 1, 2015 to December 31, 2015.

SUMMARY/DISCUSSION:
Contracts/Purchasing is in the Agreement phase of a Request for Proposal (RFP) that will result in a new Countywide Service Agreement, awarded to three (3) vendors to provide Temporary Employment Services. To ensure compliance with State laws and mandates, the solicitation development was a lengthy process which involved collaboration with Human Resources, the Auditor Controller, and County Counsel. The new Solicitation for temporary employment services has a more comprehensive scope of work, inclusive of new criteria and reporting requirements. During the development phase of the RFP, the current Agreements expired. There is a need to extend the current Agreements to ensure continuity of services throughout the County.
Contracts/Purchasing anticipates presenting the new Countywide Service Agreement before the Board of Supervisors in November 2015. Once the new Countywide Service Agreement fully executed, the current Agreements will be terminated within 30 days of notification.
