RECOMMENDATION:

It is recommended that the Board of Supervisors: receive a report on a timeline for the issuance and consideration of a Request for Qualifications/Request for Proposals competitive process for the procurement of a new concession agreement to manage Mazda Raceway Laguna Seca, in response to Board of Supervisors’ Referral Number 2015.08, and provide appropriate direction.

 

SUMMARY/DISCUSSION:

At the Board of Supervisors meeting of September 22, 2015, Supervisor Potter submitted the following referral:

Request for an open Request For Qualifications/Request For Proposal (RFQ/RFP) competitive process to procure a Concession Agreement for the management of Mazda Raceway Laguna Seca.

In response to the referral staff has discussed the various options available.  In general, staff recommends a single RFP process that would incorporate qualifications as a basis for the award.  Such a process would generally take 6 - 9 months, which would allow for the award of a new concession agreement by the fall of 2016 allowing the concessionaire to be in place before the 2017 racing season.  Staff will make a presentation in open session that will provide more details regarding the recommended process.

 

OTHER AGENCY INVOLVEMENT:

The CAO’s Office, Contracts/Purchasing and County Counsel concur in the recommendation. 

 

FINANCING:

Staff anticipates at least 500 hours of work in preparation, release, review and award of the RFQ/RFP.  The specific funding amount for this work has yet to be determined but would come from the Laguna Seca Track Maintenance and Repairs Assignment - Fund 001 Balance Sheet Account 3129.
