Receive a quarterly report on Resource Management Agency-Public Works Capital Improvement Projects for the period ending September 30, 2015.

RECOMMENDATION:

It is recommended the Capital Improvement Committee receive a quarterly report on Resource Management Agency-Public Works Capital Improvement Projects for the period ending September 30, 2015.

 

SUMMARY/DISCUSSION:

The Resource Management Agency - Public Works (RMA - PW) staff administers capital projects for Monterey County.  The attached FY 2015-16 Capital Improvement Projects Status Report provides a summary for 36 capital projects totaling over $329 million: 21 Road and Bridge ($139.5 million), and 15 other ($190.4 million) and includes project costs, development phase, and status.  During this quarter, 4 projects were completed.  Of the remaining 32 projects in progress:  9 are under construction and 23 are in the Design/Environmental Phase.  The following project narrative provides updates on completed projects and projects with significant activity during the reporting period of July 1 - September 30, 2015.

 

COMPLETED PROJECTS

 

River Road Overlay and River Road Delineation Projects

The project consisted of rehabilitating River Road with pavement recycling methods; from Parker Road to Chualar River Road, approximately 3.9 miles. The project is 100% funded by monies from the Transient Occupancy Tax. The project was constructed concurrently with the River Road Pavement Delineation project. All construction work for both projects has been completed and project closeout is underway.

 

Arroyo Seco Road - Project CA PFH 12-1(2)

The project consisted of rehabilitating Arroyo Seco Road with hot-mix-asphalt; from Los Padres National Forest park entrance to Carmel Valley Road, approximately 4.4 miles. Federal Highway Administration (FHWA) is the lead on the project. Monterey County provided oversight. All construction work has been completed and project closeout is underway.

 

Davis Road Class II Bikeway

The project consisted of providing bicycle lanes on Davis Road from Blanco Road to Rossi Street. The project consisted of bicycle striping, pavement markings and signage. The existing sidewalk and right-turn lane onto Rossi Street was reconstructed to provide for a bicycle lane through the area. All construction work has been completed and project closeout is underway.

 

PROJECTS WITH SIGNIFICANT ACTIVITY

 

1200 Aguajito - ADA Improvements

This is part of a five-year program to address Americans with Disabilities Act improvements county-wide.  Year 1 (Phase 1) addresses improvements at 1200 Aguajito Road.  The Phase 1 construction work was awarded through the JOC program in June. These improvements are currently under construction and scheduled for completion in October 2015.

 

1200 Aguajito - ADA Improvements Phase 2

This project is year two (2) of a five-year program to address Americans with Disabilities Act improvements county-wide. Year two (2) (Phase 2), addresses improvements at 1200 Aguajito Road. The majority of Phase 2 construction work will be awarded in September and October through the Job Order Contract (JOC) program and scheduled for completion in June 2016.

 

1200 Aguajito - Elevator Modernization

The project includes the modernization of controls for one existing elevator at the Monterey Courthouse. Installation is in progress. Completion of installation is anticipated by December 2015.

 

Pajaro Mansion - ADA Improvements (CDBG)

The project includes interior and exterior ADA upgrades to the Porter-Vallejo Mansion in Pajaro. Construction of the improvements was awarded through the JOC program and commenced in April 2015. The original scope of work was completed in May. Construction of additional improvements is in progress with completion scheduled for October.  Closeout of the grant project will continue through December.

 

Facility Assessment of County Owned Buildings

On March 10, 2015, the Board of Supervisors awarded an agreement to Kitchell/CEM to complete Facility Assessments at up to 73 County sites. The facility assessment consists of comprehensive inspection and evaluation of buildings, systems, and facility conditions, and value estimates for identified repairs or replacement. The assessment will better assist Resource Management Agency - Public Works in both short-term and long term capital planning and maintenance of facilities. The Final Assessment Report is due to the County in October.

 

County Wide Striping

This project, funded by the Local Agency Funding Allocation from the Transportation Agency for Monterey County, consists of pavement marker, roadway legend, and striping rehabilitation on 46.5 miles of roadway.  The project includes thermoplastic centerlines, traffic lanes, edge lines, limit lines, and the replacement of pavement markers on 14 high-volume roadways in various locations county wide.  Construction of this project is 80% complete, under budget and on schedule. Remaining funds will be used to restripe the centerline and add edge line of Crazy Horse Canyon Road.

 

Highway 1 Climbing Lane, Carmel Valley Road to Rio Road

This project will improve traffic operations on Highway 1 from Rio Road to Carmel Valley Road by constructing a climbing lane on northbound Highway 1 and constructing a second right-turn lane from westbound Rio Road to northbound Highway 1.  Property appraisal for road easement to be acquired is underway as well as negotiations with the State Parks for utility relocations.  PG&E has also been notified about the utility conflict along Highway 1 and the need to relocate the overhead power lines.  The construction phase of the project is programmed to be funded by state-only Surface Transportation Improvement Program (STIP) funds; however TAMC has indicated that only $2M may be allocated, leaving $1M unsecured.  Staff is working with TAMC to close the $1M shortfall of the state-only funding.  If funding is secured the project is scheduled to be ready to bid in May 2016.

 

Highway 68/Corral de Tierra Road Intersection Improvement

The project proposes to improve traffic operations on Highway 68 at the intersection of Corral de Tierra Road by constructing a second left-turn lane from westbound Highway 68 to southbound Corral de Tierra Road and adding a second receiving lane on Corral de Tierra Road. The environmental document was approved by Caltrans on September 8, 2015. Right of way and permitting phase of the project is underway. The project is anticipated to begin construction summer 2016.

 

Monterey Bay Sanctuary Scenic Trail - Moss Landing Segment

The project consists of constructing a bicycle path from the North Harbor to Moss Landing Road in the Community of Moss Landing; approximately 0.86 miles. The project includes constructing a bicycle-pedestrian bridge over the Elkhorn Slough. The environmental document was approved by the Board of Supervisors on September 15, 2015. Right of way phase of the project is underway. The project was not chosen in the recent 2015 Active Transportation Program grant cycle; consequently the construction phase remains not fully funded ($5.9M out of $7.7M remains unfunded).

 

San Lucas Branch Library

On December 9, 2014, the County Librarian received Board Authorization to increase the County Library Budget and appropriations for Buildings and Improvements to cover the construction funding shortfall of $135,617.  The appropriation increase was funded by the Library Fund Balance.  The project is now fully funded and the design has been completed. The site remediation was completed on schedule and under budget in September 2015. Staff is currently closing out grant agreements that funded the site remediation work.  Construction bidding is scheduled to begin in fall of 2015.  The construction of the new library will be completed in the summer of 2016.

 

OTHER AGENCY INVOLVEMENT:

This report was presented to the Budget Committee on October 28, 2015.

 

FINANCING:

The attached FY 2015-16 Capital Improvement Projects Status Report provides a summary list of capital projects including project costs, development phase, and status.  The aggregate value of the Road and Bridge projects is $139.6 million with a $17M funding gap (unsecured) and the aggregate value of the Other Capital projects is $190.4 million with a $4.5 M funding gap (unsecured).
