a. Approve and authorize the Director of the Department of Social Services to sign Amendment No. 1 to Agreement No. 12811 with California State University Fresno Foundation adding $37,800, effective July 1, 2015, to provide training and protocols for the Commercially Sexually Exploited Children (CSEC) program for FY 2015/16, increasing the total contract amount to $251,464; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($21,366) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to Agreement #12811 with California State University Fresno Foundation adding $37,800, effective July 1, 2015, to provide training and protocols for the Commercially Sexually Exploited Children (CSEC) program for FY 2015/16, increasing the total contract amount to $251,464; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($21,366) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Departments of Social Services in Monterey, San Benito and Santa Cruz counties have agreed, under separate cover, to contribute their Commercially Sexually Exploited Children (CSEC) funding toward the development and implementation of protocols for prevention and intervention services for children who are victims, or at risk, of commercial sexual exploitation in the tri-county area.
This amendment adds funding for continued facilitation of steering committee meetings, draft protocol review and revision, expert consultation, and research and analysis regarding the CSEC protocol development and implementation.
This amendment was delayed coming to the Board due to the State not issuing the final full year funding allocation until October 1, 2015.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this amendment. County Counsel has approved the amendment as to form.
FINANCING:
This amendment is funded by State CSEC program funds. Santa Cruz and San Benito counties will be billed for their share of project costs. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2015- 16 Adopted Budget. Approval of this action has no impact on the General Fund contributions.
