b. Authorize the Chair to sign Amendments to the MOU as required by the grant in case of extension.

RECOMMENDATION:
It is recommended that the Board of Supervisors:

a. Authorize the Chair of the Board to sign a Memorandum of Understanding (MOU) with the Superior Court of California, County of Monterey for participation of four County agencies in the Driving Under the Influence (DUI) grant for the period October 1, 2015 to September 30, 2016; and
b. Authorize the Chair to sign Amendments to the MOU as required by the grant in case of extension.

SUMMARY:
The Superior Court of California, County of Monterey has been awarded a grant in the amount of $350,000 from the State's Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration for the period October 1, 2015 to September 30, 2016 to initiate an evidence-based DUI Court program.

The proposed MOU identifies roles and responsibilities between the Court and the County participating partners: Probation, District Attorney, Public Defender and Health Department-Behavioral Health Bureau.

DISCUSSION:
The DUI Court program focuses on high-risk multiple DUI offenders, holding them accountable for their actions and instituting a protocol to facilitate lasting behavioral changes, which include regular testing for substance use, participation in self-help meetings or court approved treatment programs, and close supervision by Probation and Behavioral Health staff and other service providers.
