a. Approve a Standard Agreement with Quinn Rental Services to provide rental equipment to the Resource Management Agency - Public Works in an amount not to exceed $150,000 for a term to December 31, 2016; and
b. Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute the Standard Agreement and future amendments to this Agreement where the amendments do not significantly alter the scope of work or change the approved amount.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Approve a Standard Agreement with Quinn Rental Services to provide rental equipment to the Resource Management Agency - Public Works in an amount not to exceed $150,000 for a term to December 31, 2016; and

SUMMARY/DISCUSSION:
The Resource Management Agency Public Works (RMA-PW) has identified a need to obtain rental equipment for maintenance of all public roads, bridges and storm drainage systems located in the public right-of-way within Monterey County. Although RMA-PW has some maintenance equipment, the equipment is aging and unreliable. At this time there is no funding available to replace equipment. Therefore, the rental of maintenance equipment is needed to complete County projects in a timely manner.
The Standard Agreement (SA) with Quinn Rental Services will allow for the rental of needed equipment in the amount of $150,000 for a term from November 1, 2015 to December 31, 2016.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller's Office have reviewed and approved the SA as to form and legality, and fiscal provisions, respectively.
