RECOMMENDATION:
It is recommended that the Board of Supervisors receive a presentation and report on Managing for Results (MFR) from the Library Department.
SUMMARY/DISCUSSION:
The Library Department will make a presentation to the Board of Supervisors describing how Monterey County Free Libraries (MCFL) uses performance measures in their organization as a management tool.
Monterey County Free Libraries functions legally as a less-than-countywide, dependent special district. The less-than-countywide designation comes from the fact that the service area does not include the cities of Carmel, Monterey, Pacific Grove and Salinas, all of which operate their own municipal libraries; the MCFL and these municipal libraries do work cooperatively, though, to provide services to all county residents.
MCFL has 17 branches (2 are currently closed pending rebuilding) and 3 bookmobiles which it uses to serve the community. It has recently established 37 branchlets to serve communities that do not have easy access to a branch or bookmobile stop.
Funding for the Monterey County Free Libraries comes primarily from a share of the property tax collected within its service area. This share is about one cent per dollar collected (as of 1996). Small amounts of additional funding come from the County General Fund, the State of California, from grants, donations and from library fees and fines.
MCFL provides a wide range of services that fulfill its mission of bringing "bring ideas, inspiration, information and enjoyment to our community."
