a. Approve and authorize the Director of the Economic Development Department to execute a non-standard software license agreement with Blane Canada LTD, for use of Synchronist Business Information System software, through renewal and assumption of the terms and conditions of the City of Salinas' former license agreement for the same, for the period of January 1, 2016 to June 30, 2016 in the amount of $1,350.00; and
b. Authorize the Director of Economic Development to execute up to three 12-month renewals, for a base amount of $2,250 per year, and increases per year of no more than 10% ($225) for maximum yearly contract amounts of $2,475, with no significant changes to the terms of the software license agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Economic Development Department to execute a non-standard software license agreement with Blane Canada LTD, for use of Synchronist Business Information System software, through renewal and assumption of the terms and conditions of the City of Salinas' former license agreement for the same, (Exhibit - A), for the period of January 1, 2016 to June 30, 2016 in the amount of $1,350.00; and
b. Authorize the Director of Economic Development to execute up to three 12-month renewals, for a base amount of $2,250 per year, and increases per year of no more than 10% ($225) for maximum yearly contract amounts of $2,475, with no significant changes to the terms of the software license agreement.
