RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 2 to Mental Health Services Agreement A-12683 with Davis Guest Home, Inc. for the provision of mental health services to Monterey County adult residents with severe psychiatric disabilities in the increased amount of $1,026,276 for Fiscal Year (FY) 2015-16, and $1,026,276 for FY 2016-17 (a 9.08% increase over Amendment No. 1, and a 14.07% increase over the original Agreement amount), for a new total Agreement amount of $2,950,600 for the same term of FY 2014-15 through FY 2016-17.

 

SUMMARY/DISCUSSION:

Davis Guest Home, Inc. operates several licensed Adult Residential Care Facilities.  These facilities provide community-based activities that create a normalizing experience for adults with severe psychiatric disabilities, and benefit persons determined to be in need of the most assistance, particularly those recently discharged from locked psychiatric facilities.  The structured activities provided by Davis Guest Home, Inc. successfully assist the residents in their efforts to reintegrate into the community.

 

This Amendment No. 2 to Agreement A-12683 with Davis Guest Home, Inc. affects the last two years of the three (3) fiscal year term from July 1, 2014 through June 30, 2017, increasing the Board & Care (B&C) Monthly Service Rate, the Daily Patch Supplemental Rate, and the Private Room Supplemental Rate, and adds an Enhanced Services (“High Acuity”) Supplemental Rate.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. A copy of this Amendment No. 2 to Agreement A-12683 is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Realignment revenues (100%).  The funds for this Agreement ($1,026,276) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Adopted Budget.  The funds for this Agreement for FY 2016-17 ($1,026,276) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 Requested Budget.
