RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a.                     Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute Amendment No. 1 to Standard Agreement A-12838 with Integrated Archive Systems, Inc. to provide new backup and storage hardware, software, licensing, maintenance and implementation for NMC, for an amount not to exceed $1,017,513, for a revised total amount of the Agreement not to exceed $1,591,764, and to extend the term by eleven (11) months for a new term of February 1, 2015 through December 14, 2018.

b.                     Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to two (2) future Amendments to the Agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) of the original cost of the Agreement.

 

SUMMARY/DISCUSSION:

 

On January 27, 2015, the Board of Supervisors approved Agreement No. A-12838 between Natividad Medical Center (NMC) and Integrated Archive Systems, Inc. (IAS) for the provision of hardware, software, implementation services and ongoing hardware/software maintenance for NMC’s data storage environment, in the amount of $574,250.13.

 

NMC request approval to purchase Network Appliance (NetApp) storage and NetBackup (a backup platform) through IAS to support NMC’s growing data storage and recovery needs into the future.   NMC is in process of establishing an offsite disaster recovery center in Denver Colorado where live data will be replicated and accessible in the event of an unexpected data center failure at NMC’s primary location.  The NetApp storage provides the location to store the replicated data.  The NetBackup platform is needed to refresh an aging legacy backup system designed for small businesses that NMC has outgrown.  With the recent upsurge in growth of clinical application systems with large storage requirements such as Cardio Picture Archiving and Communication System (CPACS and Picture Archiving and Communication System (PACS), and Scanning and Archiving, NMC’s backup system does not meet its current or future business requirements.

 

This Amendment No. 1 to the existing Agreement with IAS will add NetApp storage for the new Disaster Recovery Center in Denver.  In addition, the NetBackup platform will be provided for both the Salinas and Denver locations.

 

NetBackup - Backup critical data at NMC and replicate to Disaster Recovery Center in Denver Colorado

NMC’s current backup infrastructure is out of date and has limitations that will be greatly improved with the new NetBackup platform.  The new backup hardware and software will provide the following:

                     Addresses current backup performance and capacity problems.

                     Provide required scalability for NMC’s backup system into the future.

                     Substantially reduce backup and recovery times.

                     Store backups in encrypted format.  It meets HIPAA security requirements and protects against data compromise.

                     Provide data replication capabilities to secondary units or offsite locations for redundancy and availability.

                     Have licensing and support to backup all NMC’s servers and applications

                     Provide the capability to back up virtual machines, which make up almost 90 percent of NMC’s server infrastructure

 

This request includes all the hardware, software, maintenance and support to deploy, and maintain the NetBackup backup infrastructure at NMC, as well as at the disaster recovery center in Denver going forward.  In addition, there are professional services included to assist in the initial set up and configuration of the backup system and ensure all the components are functioning as needed.

NMC has a need to establish an offsite disaster recovery center where live data will be replicated and accessible in the event of an unexpected data center failure at NMC’s primary location.  

 

The NetApp hardware and software was selected because NMC currently runs NetApp as the primary storage array for its enterprise.  Furthermore, there are efficiencies of replication between NetApp storage systems (NMC primary and secondary sites).  IAS is the designated vendor in which the NetApp software/hardware/maintenance and professional services will be purchased.  IAS was selected based on providing NMC the best pricing available.

 

This request includes all the hardware, software, maintenance and support to deploy, and maintain the NetApp storage architecture at the disaster recovery center going forward.  In addition, there are professional services included to assist in the initial set up and configuration of the data replication and ensure all the components are functioning as needed.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this Amendment No. 1 to Agreement No. A-12838 as to legal form and risk provisions and the Auditor-Controller has reviewed and approved as to payment provisions.  This Amendment No. 1was scheduled on the September 24, 2015 Finance Committee agenda; however the NMC Finance Committee meeting was cancelled.  This Amendment No. 1 has been reviewed and approved by NMC’s Board of Trustees on October 2, 2015.

 

FINANCING:

 

The cost for this Amendment No. 1 is $1,017,513, of which $940,149 is included in the Fiscal Year 2015-16 Adopted Budget.  Amounts for remaining years of the Agreement will be included in those budgets as appropriate. There is no impact to the General Fund.
