c. Approve an increase in appropriations in the amount of $32,000 in the FY 2015-16 Adopted Budget for County Service Area No. 46 - Oak Hills, Open Space Fund 075-3000-8198-RMA071, where the financing source is Unassigned Fund Balance, to fund open space maintenance projects (4/5th vote required); and
d. Authorize the Auditor-Controller amend the FY 2015-16 Adopted Budget for County Service Area No. 46 - Oak Hills, Open Space Fund 075-3000-8198-RMA071, by increasing appropriations in the amount of $32,000 where RMA Fund 075 Unassigned Fund Balance is the financing source to balance the appropriation increase. RECOMMENDATION:
It is recommended that the Board of Supervisors acting on behalf of County Service Area No. 45 - Oak Hills:
a. Approve an increase in appropriations in the amount of $25,109 in the FY 2015-16 Adopted Budget for County Service Area No. 45 - Oak Hills, Fund 074-3000-8198-RMA070, where the financing source is Unassigned Fund Balance, to fund the purchase and installation of a radar speed sign (4/5th vote required);

SUMMARY/DISCUSSION:
Property owners and representatives from the homeowners association in County Service Area No. 45 - Oak Hills (CSA 45) have requested installation of a radar speed sign in the CSA. The requested appropriations are needed for the purchase and installation of the radar speed sign. Installation of the radar speed sign would be on Charter Oak Boulevard and is desired as a traffic calming measure. An appropriation was included in FY 2014-15 for this project, but due to staff changes, the purchase and installation of the radar speed sign did not occur and was not budgeted for in FY 2015-16. An appropriation of $25,109 from the Unassigned Fund Balance is necessary to fund this project. This project will be completed through Job Order Contracting (JOC) program. There are sufficient funds available to cover the costs of this action.
Concerns regarding trees and vegetation growth in open space areas have also been brought to the attention of staff. The requested appropriation of $32,000 would provide funding for open space maintenance projects for CSA 46 area. These projects consist of mowing, removal of dead trees and trimming of trees. The mowing originally scheduled to occur in FY 2014-15 was completed at the beginning of FY 2015-16. At least two (2) additional mowings are recommended due to growth from recent rains and anticipated growth from rain in the spring. Open space mowing is required to minimize fire hazard from excessive growth of weeds and grass. The area to be mowed surrounds the Oak Tree Views subdivision. There are sufficient funds available to cover the costs of this action.
OTHER AGENCY INVOLVEMENT:
The projects have been requested by property owners and representatives of the homeowners association in Oak Hills. This matter was presented to the Budget Committee on January 27, 2016.
FINANCING:
Oak Hills has two separate funds. Fund 074 was established for street lighting, storm drain maintenance, and road and sidewalk maintenance. The $25,109 costs associated with the purchase of the radar speed sign will be financed by CSA 45 - Oak Hills (Fund 074, Unit 8198). The current estimated Unassigned Fund Balance for CSA 45, Fund 074, would be reduced from $116,127 to $91,018 resulting in a 22% reduction. The estimated FY 2015-16 revenue of $28,934 plus the estimated fund balance of $116,127 provides $145,061 in available financing. The FY 2015-16 budgeted expenditures will increase from $28,934 to $54,043.
Fund 075 was established specifically for open space maintenance. The $32,000 costs associated with the open space projects will be financed by CSA 46 - Oak Hills Open Space (Fund 075, Unit 8198). The current estimated Unassigned Fund Balance for CSA 46 - Oak Hills Open Space Fund 075, would be reduced from $153,337 to $121,337 resulting in a 21% reduction. The estimated FY 2015-16 revenue of $17,946 plus the estimated fund balance of $153,337 provides $171,283 in available financing. The FY 2015-16 budgeted expenditures will increase from $17,946 to $49,946.
