a.  Approve the attached Agreement retroactive to January 1, 2016, with the Monterey County Agricultural and Rural Life Museum (MCARLM) to allow for their continued operation of the museum at San Lorenzo Park for an additional 10 years as recommended by the County’s Park Commission;

b.  Authorize the Board Chair to execute the agreement on behalf of the

    County; and

c.  Direct the Parks Director, or his designated agent(s), to carry out the provisions of the Agreement on behalf of the County

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a)                     Approve the attached Agreement, retroactive to January 1, 2016 with the Monterey County Agricultural and Rural Life Museum (MCARLM) to allow for their continued operation of the museum at San Lorenzo Park for an additional 10 years as recommended by the County’s Park Commission; and

b)                     Authorize the Board Chair to execute the agreement on behalf of the County; and

c)                     Direct the Parks Director, or his designated agent(s), to carry out the provisions of the Agreement on behalf of the County

 

SUMMARY/ DISCUSSION:

MCARLM is a non-profit corporation created to facilitate the development, maintenance and operation of the museum at San Lorenzo Park.  The current agreement that governs the relationship between MCARLM and the County expired on December 31, 2015.  It is the desire of the Board of Directors of the museum and the Parks Department to enter into a new agreement for ten year term beginning January 1, 2016 and expiring on December 31, 2025.  The Parks Commission reviewed the agreement at their January 7, 2016 meeting and unanimously voted to recommend approval to the Board of Supervisors.

 

MCARLM was formed in 1981 to assist the Parks Department in fulfilling its mission and accomplishing its goals and objectives by enhancing the Agricultural Museum at San Lorenzo Park.  MCARLM has assisted the department by funding museum projects and programs that benefit the park system and provide the residents of Monterey County with heritage education opportunities through interpretation, acquisition, development, maintenance, and operation of the museum facilities.

 

There are no major changes to the new agreement which was last approved in May 2010.  This new Agreement contains the same basic terms and conditions for another ten year term and includes an automatic renewal for a five year term if both parties wish to renew.  Each renewal will be subject to approval by the County Board of Supervisors.

 

OTHER AGENCY INVOLVEMENT:

This agreement has been reviewed and approved as to form by County Counsel.

 

 

 

 

FINANCING:

MCARLM will continue fundraising efforts in support of the County Park’s museum and exhibits at San Lorenzo Park and by paying for two weekend museum guides, raising funds for construction and interpretive museum projects, promotion of historical related functions, as well as funding of on-going and future programs.  This agreement requires no additional general fund contribution.
