RECOMMENDATION:
It is recommended that the Board of Supervisors receive a report on the Governor’s 2016-17 Proposed Budget.
SUMMARY:
The Governor released his proposed FY 2016-17 budget on January 7, 2016. This staff report provides an overview of the proposed budget and highlights potential impacts to the County of Monterey.
DISCUSSION:
The Governor’s budget proposes a general fund spending plan of $122.6 billion, a 5.6% increase over the revised 2015-16 plan. With higher than anticipated revenues, the Governor proposes to increase reserves, fund one-time infrastructure projects, and cover the required Proposition 98 educational spending. The Governor’s spending plan also cautions lawmakers about embarking on new spending programs, given the inevitable economic downturn approaching California. Details are covered in the attached report.
OTHER AGENCY INVOLVEMENT:
This report incorporates staff’s review of the Governor’s FY 2016-17 proposed budget and information and analysis provided by the California State Association of Counties, and Legislative Analyst’s Office. County departments provided analysis of the Governor’s budget and provided input on any potential impacts the proposed budget may have to County programs and services.
FINANCING:
Acceptance of this report has no direct impact on the County budget.
