RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement for a term from September 1, 2015 through June 30, 2018 with Greenacre Homes, Inc. for the provision of mental health services to Monterey County boys and young men ages 8-19 with developmental delays or emotional disturbances, in the amount of $77,460 for Fiscal Year (FY) 2015-16, $92,952 for FY 2016-17, and $92,952 for FY 2017-18 for a total Agreement not to exceed the amount of $263,364; and

b.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one year amendments that do not exceed (10%) ($26,336.40) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Greenacre Homes, Inc. is a Rate Classification Level (RCL) 10 facility that provides residential mental health treatment for boys and young men ages 8 to 19 with developmental delays or emotional disturbances.  Residential mental health treatment includes extensive life and social skills training, psychiatric and psychological evaluations and services, and exercise and nutrition programs.  The Greenacre Homes program also provides a Special Education School certified through the California Department of Education that provides individualized instruction, speech, language and occupational therapy services, a positive behavior support program, and a core curriculum emphasizing skills necessary to mainstream into less restrictive settings.

 

This new Agreement establishes one placement for a County of Monterey youth, beginning September 1, 2015 through June 30, 2018.  The term of this Agreement is retroactive to September 1, 2015, due to an emergency placement.  An emergency placement is necessary when current contracted providers are unable to provide the specialty mental health services a youth requires. 

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  A copy of this Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by SELPA revenues (100%).  The funds for this Agreement ($77,460) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2015-16 Adopted Budget.  The funds for this Agreement for FY 2016-17 ($92,952) and FY 2017-18 ($92,952) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
