Acting on behalf of County Service Area No. 30 - Rancho Mar Monte:
a. Approve an increase in appropriations in the amount of $5,200 in the FY 2015-16 Adopted Budget for County Service Area No. 30 - Rancho Mar Monte, Fund 064-3000-8198-RMA060, where the financing source is Unassigned Fund Balance, to fund tree removal projects (4/5th vote required); and
b. Authorize the Auditor-Controller amend the budget for County Service Area No. 30 - Rancho Mar Monte, Fund 064-3000-8198-RMA060, for FY 2015-16 by increasing appropriations in the amount of $5,200 where RMA Fund 064 Unassigned Fund Balance is the financing source to balance the appropriation increase.

RECOMMENDATION:
It is recommended that the Board of Supervisors acting on behalf of County Service Area No. 30 - Rancho Mar Monte:
a. Approve an increase in appropriations in the amount of $5,200 in the FY 2015-16 Adopted Budget for County Service Area No. 30 - Rancho Mar Monte, Fund 064-3000-8198-RMA060, where the financing source is Unassigned Fund Balance, to fund tree removal projects (4/5th vote required); and
b. SUMMARY/DISCUSSION:
County Service Area 30 - Rancho Mar Monte (CSA 30) provides property-related services within the Rancho Mar Monte subdivision. CSA 30 is responsible for open space and drainage facilities.
The estimated revenue for CSA 30 in FY 2015-16 is approximately $1,576, which includes the annual assessment of $985 and AB8 funds in the amount of $591 from general property taxes. The Unassigned Fund Balance is $32,050. The current budget for CSA 30 is $1,576. Current year operations and maintenance is estimated to be $5,200 in excess of what current appropriations will accommodate. Over the years there have been limited maintenance requirements in CSA 30 and minimal operations funds have been expended annually. This has allowed the fund balance to increase more than 20 times the current annual revenue. However, the nature of funding, unforeseen projects and annual expensed could result in a slow accumulation and depletion of the unassigned fund balance.
The requested appropriation of $5,200 would provide funding for a tree removal project for County Service Area No. 30 - Rancho Mar Monte (CSA 30). This project consists of removal of three (3) dead trees in the open space areas of CSA 30.
Residents have expressed concerns regarding dead trees in the open space area within the CSA. Two (2) of the dead trees are located on Via Mar Monte adjacent to homes and one is located on Genista Way adjacent to the roadway. The removal of the dead trees is recommended to minimize fire and safety hazards. There are sufficient funds available to cover the costs of this action.

This matter was presented to the Budget Committee on April 27, 2016.
FINANCING:
The recommended action will increase appropriations in Fund 064 Unit 8198 Appropriation RMA060 (CSA 30) from $1,576 to $6,776. The $5,200 in additional costs associated with the tree removal project will be financed using a portion of the estimated $32,050 Unassigned Fund Balance for CSA 30. This will result in a reduction in Fund Balance of 16% to $26,850.
