Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with American Public Human Services Association for $137,690 to provide consultation and technical assistance to the Department of Social Services and its Family and Children’s Services Branch, for the period April 15, 2016 through April 30, 2017; and

b. Authorize the Director of the Department of Social Services to sign up to (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount ($13,769), and does not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This agreement shall provide consultation and technical assistance regarding development and implementation of a “Road Map to Strengthening Children’s Well-being” using an integrated “System of Care” approach to address violence impacting children in the community. The goal of this engagement is to support the Department and the new Family and Children’s Services Branch Deputy Director in developing and implementing a strategic action plan for child well-being in light of the tragic December fatalities and to provide support for implementing the system changes required under AB 403. AB 403, Foster Youth: Continuum of Care Reform is a comprehensive reform effort to address day-to-day physical, mental, and emotional needs of foster youth by providing targeting training and support to families who provide foster care and moving away from foster placements in long-term group home care.

 

APHSA brings proven organizational effectiveness practices from a national perspective with help from affiliated associations, such as the National Association of Child Welfare Administrators, who are at the forefront of researching and publishing best practices and child safety standards within the field of child welfare. In this engagement, the Department is looking to incorporate local, state, and national leadership in its effort to promote child safety and well-being by creating an action plan that can be embraced by the Department and the community, while building internal resources for continued growth.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

 

 

 

FINANCING:

Funding for these services is provided with a combination of Federal revenues and Realignment funds. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2015-16 Adopted Budget and the FY 2016-17 Requested Budget.  Approval of this action has no impact on the County General Fund Contributions.
