RECOMMENDATION:

It is recommended that the Board of Supervisors acting as the Board of Directors for Pajaro County Service District:

 

a.  Accept a report on the expenditures for the emergency repairs to the Pajaro County Sanitation District sewer main; and

 

b.  Authorize an increase in appropriations in the amount of $150,000 in the Fiscal Year 2015-16 Adopted Budget for the Pajaro County Sanitation District, Fund 151-3000-8197-RMA040, where the financing source is Unassigned Fund Balance, to fund emergency repairs to sewer line along Las Lomas Drive (4/5th vote required); and

 

c.  Authorize the Auditor-Controller to amend the budget for the Pajaro County Sanitation District, Fund 151-3000-8197-RMA040, for Fiscal Year 2015-16 by increasing appropriations in the amount of $150,000 where RMA Fund 151 Unassigned Fund Balance is the financing source to balance the appropriation increase. SUMMARY/DISCUSSION:

On March 14, 2016, County maintenance staff responded to the Community of Las Lomas, located in the unincorporated area of Monterey County, to investigate a possible blockage in the sewer line along Las Lomas Drive.  The sewer line is part of the sewer system owned by the Pajaro County Sanitation District (PCSD) and maintained by RMA.

 

Upon review of the site and video taken of the sewer line, it was determined there were several breaks in the line.  This section of sewer line is adjacent to the location where a landslide occurred during a 1997-1998 El Nino season.  In light of the recent storms, it appears that there is a continual instability of the adjacent descending slope, which caused the sewer line to break. 

 

Given the need to protect the safety and well being of the residents in the area, it was necessary to repair the line as soon as possible.  The Job Order Contracting (JOC) process was determined to be the best process to complete the repairs necessary to avoid potential undermining of the road.  Granite Construction was selected to do the work, and began work on March 17, 2016.  The work involved excavating the existing pipe and reconnecting the sections of pipe that has been severed.  The section of pipe in question consists of an 8-inch diameter pipe and measured approximately 850 feet in length.

 

The emergency repairs to the sewer line are exempt from California Environmental Quality Act (CEQA) under section 15269 - Emergency Projects.  The repair costs, including project management and inspection costs, are estimated to be approximately $150,000.  The final costs will be tabulated once all the invoices have been received.

 

OTHER AGENCY INVOLVEMENT:

The Budget Committee considered these actions on April 27, 2016. 

 

FINANCING:

Funding for this repair project is not included in the Adopted Budget for Fiscal Year 2015-16 for the Pajaro Sanitation District, Fund 151-3000-8197-RMA040.  The recommended action will increase appropriations in Fund 151-3000-8197-RMA040 from $1,211,265 to $1,361,265.  The emergency repair costs of $150,000 will be financed using the FY 2015-16 estimated ending  Unassigned Fund Balance of $155,112 (RMA Fund 151) for PCSD.  This will result in a reduction in Fund Balance of 97% to $5,112.   

 

This level of Fund Balance would not impact the Baseline Budget for the PCSD for next year (FY 2016-17).  RMA will be seeking proposals for an outside vendor for annual maintenance, as well as preparing a rate study for Board consideration in Fiscal Year 2016-17.  If costs increase, staff will return to the Board for further action if the amount increases beyond the $150,000.
