RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement for the term July 1, 2016 through June 30, 2018 with Community Human Services to provide outpatient mental health services to Monterey County residents in the amount of $1,089,835 for Fiscal Year (FY) 2016-17; $1,055,510 for FY 2017-18; and $1,022,478 for FY 2018-19; for a total Agreement amount not to exceed $3,167,823; and

b.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one year amendments that do not exceed (10%) ($316,782.30) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12498 with Community Human Services (CHS) which will expire on June 30, 2016.  Community Human Services provides outpatient mental health services for approximately four hundred (400) clients; multi-lingual parenting services to approximately three hundred (300) parents; mental health services to approximately forty (40) individuals with HIV/AIDS, forty (40) Gay, Lesbian, Bi-Sexual & Transgender (GLBT) individuals, and to clients referred by the Department of Social Services; and approximately three hundred (300) runaway/homeless youth though the Street Outreach Program.  These services are critical to meeting the goals and objectives of Monterey County’s mental health care which includes serving unserved and underserved populations. 

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provision respectively.  A copy of this Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Mental Health Services Act (MHSA) Community Services and Supports (1%), MHSA Prevention and Early Intervention (19%), 2011 Realignment (35%), Federal Financial Participation (40%), Early Periodic Screening, Diagnosis, and Treatment (1%), 1991 Realignment (3%), and Department of Social Services (1%).  The funds for this Agreement for FY 2016-17 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Requested Budget.  The funds for this Agreement for FY 2017-18 and FY 2018-19 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
