RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

a. Approve an Agreement with Denise Duffy & Associates Inc. (DD & A) to provide On-Call Services for Environmental Planning & Consulting Services for Various Federally Funded Road/Bridge/Building Facilities Projects located within Monterey County, under Request for Qualifications (RFQ) #10499, in an amount not to exceed $500,000, with the signing of the Agreement for a period of three (3) years, with the option to extend the Agreement for two (2) additional one- (1) year period(s);

b. Approve an Agreement with EMC Planning Group, Inc. (EMC) to provide On-Call Services for Environmental Planning & Consulting Services for Various Federally Funded Road/Bridge/Building Facilities Projects located within Monterey County, under Request for Qualifications (RFQ)  #10499, in an amount not to exceed $500,000, with the signing of the Agreement for a period of three (3) years, with the option to extend the Agreement for two (2) additional one- (1) year period(s);

c. Approve an Agreement with GHD Services, Inc. Approve an Agreement with SWCA Environmental Consultants (SWCA) to provide On-Call Services for Environmental Planning & Consulting Services for Various Federally Funded Road/Bridge/Building Facilities Projects located within Monterey County, under Request for Qualifications (RFQ) #10499, in an amount not to exceed $500,000, with the signing of the Agreement for a period of three (3) years, with the option to extend the Agreement for two (2) additional one- (1) year period(s); and

j. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Agreements and future amendments to said Agreements where the amendments do not significantly alter the scope of work or change the approved amount of said Agreements.

 

SUMMARY:

This matter was continued from April 26, 2016 to this date.  Over the last few years, the Resource Management Agency (RMA) has established several on-call agreements by prequalifying multiple professional firms in specialized fields.  Having specialized on-call consultants available when the RMA requires their expertise expedites the procurement process when the volume of work exceeds the County’s capacity or  when the County does not have the technical expertise.  These on-call environmental planning and consulting services agreements are specifically for fully or partially federally funded projects and will be primarily utilized across the RMA.  At times, other County Departments with federally funded projects may utilize the specialized expertise of these consultants.  The recommended action would allow for the issuance of nine (9) multiyear agreements, each for $500,000, for a combined total of $4,500,000, to provide on-call environmental planning and consulting services for various federally funded road, bridge, and building facilities projects.

 

DISCUSSION:

The County solicited for Statements of Qualifications from qualified consultants through Request for Qualifications (RFQ) #10499 for On-Call Services for Environmental Planning & Consulting Services for Various Federally Funded Road/Bridge/Building Facilities Projects located within Monterey County, in accordance with the specifications set forth in the RFQ.  Consultant services could include preparation of environmental reports, technical studies, and environmental review documents, such as environmental impact statements, environmental due diligence for real property transfers, biological or environmental site assessments, traffic, air quality, noise, or archeological and cultural resources studies, and lead-base paint/asbestos/ mold abatement plans and specifications; monitoring and oversight; procurement of permitting; and consultation with regulatory agencies.  Consultants DD&A, EMC, GHD, ICF, LSA, MBI, Rincon, Stantec, and SWCA were selected for their expertise and capabilities to provide environmental planning and consulting services through a competitive selection process in accordance with County policies and State laws under RFQ #10499.  Approval of the recommended nine (9) Agreements would provide for on-call consultant services for a period of three (3) years, with the option to extend each Agreement for two (2) additional one- (1) year period(s).  Each consultant’s scope of services includes the full range of professional environmental planning and consulting services, including those of subconsultants typically required for County building, bicycle, pedestrian, road, and bridge projects in the public sector, on an as-needed basis. 

 

These actions support the Board’s Strategic Initiatives Infrastructure Key Objectives:

#2 Promote the use of best environmental practices for County facility and operations.

 

OTHER AGENCY INVOLVEMENT:

The Offices of the County Counsel, and Auditor-Controller, have reviewed and approved the Agreements as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

Costs associated with services provided by these on-call consultants and funding would be contained within the approved budget allocations of the individual departments authorizing the use of these on-call agreements.  For the RMA, funding is either within the approved budget allocations for a specific operating unit or contained within the board-approved project budget within Fund 002 Road Fund, Fund 401-Facilities Maintenance Projects, Fund 402-Capital Projects, or Fund 404-Facility Master Plan Projects.
