RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:
Receive a status report on the Interlake Tunnel and Spillway Modification Projects ("Project") and request that future Project status reports be provided on a monthly basis, written submittal or presentation, as appropriate; and, eliminate the Board February 9, 2016 direction to report by-weekly on the status of Project Labor Agreement negotiations, as needed.
SUMMARY/DISCUSSION:
Attached is the current status report for the Interlake Tunnel and Spillway Modification Projects, including costs, schedule and description of current activities. Total Project cost has been revised to include increased engineering and environmental services costs, primarily due to the Spillway Modification addition; white bass mitigation facilities; and, capitalized interest, and is now $76.7 million. A Proposition 218 vote is scheduled for April 2018 with construction commencement in August 2018. The current Project Completion Date is December 2018.
Upon completion and approval of the Project Labor Agreement on April 12, 2016, bi-weekly reports on it are no longer applicable. However, given the release of the Notice of EIR Preparation on May 27, 2016, monthly updates to the Agency Board of Supervisors are recommended.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office - IGLA and County Counsel have been involved with the continued progress of the Project.
