Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a retroactive Mental Health Services Agreement for the term November 1, 2015 through June 30, 2018 with TLC Child & Family Services for the provision of mental health services to Monterey County foster youth that require a moderate level of residential care, in the amount of $183,003 for Fiscal Year (FY) 2015-16, $438,042 for FY 2016-17, and $438,042 for FY 2017-18, for a total Agreement amount of $1,059,087; and

b.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one year amendments that do not exceed (10%) ($105,909) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

TLC Child & Family Services (TLC) has been serving foster youth in residential treatment since 1975.  TLC provides comprehensive care for youth, primarily ages 14-18, that includes a safe and structured home environment with highly trained staff members along with individual, family, and group therapies that support the growth and development of each youth.  Residential Mental Health Services, Medication Support, Case Management Services, and Crisis Intervention Services are provided to foster youth that require a moderate level of residential care, or who otherwise might require periodic inpatient hospitalization, placement at out-of-state state facilities, or in a juvenile justice facility.

 

This new Agreement establishes one placement for a County of Monterey youth, beginning November 1, 2015 through June 30, 2018.  The term of this Agreement is retroactive to November 1, 2015, due to an emergency placement.  An emergency placement is necessary when current contracted providers are unable to provide the specialty mental health services a youth requires.  Due to the increasing need for emergency placements, this Agreement adds capacity to provide for future placements at this facility.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. A copy of this Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by 2011 Realignment revenues (25.5%), Federal Financial Participation (25.5%), and Special Education Local Plan Area (SELPA) (49%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for this Agreement ($183,003) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Adopted Budget.  The funds for this Agreement for FY 2016-17 ($438,042) and FY 2017-18 ($438,042) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 and FY 2017-18 Requested Budgets.
