Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement for the term of July 1, 2016 through June 30, 2019 with Central Coast Center for Independent Living for the provision of work incentive counseling, independent living skills, and outreach services for mental health clients and family members in the amount of $133,103 for Fiscal Year (FY) 2016-17; $133,103 for FY 2017-18; and $133,103 for FY 2018-19; for a total Agreement amount not to exceed $399,309; and

b.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one year amendments that do not exceed (10%) ($39,930.90) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12262 with Central Coast Center for Independent Living (CCCIL) that will expire on June 30, 2016.  Central Coast Center for Independent Living is one of the nationwide networks of Centers for Independent Living whose philosophy is that people with disabilities should have the same civil rights, options and control over choices in their own lives as do people without disabilities.  This Agreement will continue provision of work incentive counseling and independent living skills services to mental health clients, including youth, and their family members in an effort to determine their potential eligibility for various work incentive programs.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  A copy of this Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Mental Health Services Act (MHSA) Community Services and Supports (100%).  The funds ($133,103) for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Requested Budget.  The funds for this Agreement for FY 2017-18 ($133,103) and FY 2018-19 ($133,103) will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
