RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment #1 to the Cooperative Agreement between the County of Monterey and the Chualar Union School District for improvement and operation of a community multi-use athletic field in order to add replacement of the existing track to the project; and
b. Authorize the Director of Economic Development to make minor revisions, as needed, and sign the Amendment.
SUMMARY:
The Chualar Union School District (District) serves not only their students but also the community as a whole. The County has committed resources for the installation of artificial turf on the District’s multi-use athletic playing field so that it can serve as a community resource year round. The County and the District entered into a Cooperative Agreement (Agreement) on October 27, 2015 in order to define their roles in regard to the project (Project). The parties to the Agreement now wish to enter into an Amendment #1 to the Agreement in order to add replacement of the existing track to the Project.
DISCUSSION:
The County has been working with the District for many years to address the lack of community recreational facilities in Chualar. The County and the District entered into an Agreement to install an artificial turf field, fencing, and improve access to the site.
To fund the Project, the County approved allocations of Urban County CDBG funds in June 2014, again in June 2015, and again on May 10, 2016. The County also applied for a State Housing Related Parks Program grant and was awarded funds for the Project in November of 2014.
To date, the County issued a Request for Qualifications in April of 2015 and chose a landscape architect to oversee the Project. The plans were drawn and approved by the State Office of Architect. The Project was bid and let and construction commenced on April 25, 2016. On May 10, 2016, the Board approved the Urban County Action Plan for FY 2016-17 including directing expected project savings from the Project to replacement of the track. This amendment to the Cooperative Agreement implements that Board decision by adding track replacement to its terms.
The proposed Amendment would increase the scope of the project to add replacement of the track which is in bad repair. Replacement of the track during the Project will be more efficient than separately replacing the track at a later date.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the Amendment as to form. The District approved the Amendment on April 28, 2016.
FINANCING:
There is no impact on the General Fund. The cost of the project will be paid for through State Housing Related Parks Program and HUD CDBG Urban County grants. Upon project completion, the ongoing costs of operating and maintaining the community field will be the responsibility of the District. The cost of administration of the project is covered by the Urban County CDBG grant. All costs associated with this request have been budgeted in FY 15-16 and FY 16-17 Fund 013 Unit 8200, Appropriation Unit DEO003.
