Approve and authorize the Director of Health or Assistant Director of Health to sign Amendment No. 1 to the Agreement with Management Partners for the term of September 1, 2015 to June 30, 2016, to increase the original Agreement amount of $44,900 by $13,000.00, for an amended amount not to exceed $57,900.00, to conduct additional analysis to complete a feasibility study of combining City of Salinas and County animal services programs.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to sign Amendment No. 1 to a Memorandum of Understanding (MOU) for the term of September 1, 2015 to June 30, 2016 with the City of Salinas to increase funding for, and divide the cost of, the feasibility study of combining City of Salinas and County animal services programs; and
b. Approve and authorize the Director of Health or Assistant Director of Health to sign Amendment No. 1 to the Agreement with Management Partners for the term of September 1, 2015 to June 30, 2016 to increase the original Agreement amount of $44,900 by $13,000.00, for an amended amount not to exceed $57,900.00, to conduct additional analysis to complete a feasibility study of combining City of Salinas and County animal services programs.
SUMMARY/DISCUSSION:
On August 25, 2015, the Board of Supervisors approved the Monterey County Health Department’s (MCHD) and the City of Salinas’ collaborative study, evaluating the feasibility of operating the County and the City animal shelters as one single program. It approved an MOU between the County and the City of Salinas, whereby the City of Salinas would share one half the cost of conducting the feasibility study. And it approved a contract with Management Partners to conduct the feasibility study.
A feasibility study has been conducted to identify strengths, weaknesses, opportunities and threats attendant to combination of the City and County animal shelters and animal services programs. Officials from MCHD and the City of Salinas have chosen one of the identified options as providing greatest potential for feasibility and cost-savings. Amendment No. 1 to the Management Partners Agreement is required to enable Management Partners to conduct one further financial analysis of this option. The proposed amendment also extends the time for Management Partners to produce a final report from January 31, 2016 to May 30, 2016.
Amendment No. 1 to the Memorandum of Understanding (MOU) with the City of Salinas is required to agree with the City of Salinas to add additional services by Management Partners, which will increase the cost of the feasibility study by $13,000.
The City of Salinas is compensating the County for 50% of the cost of the additional financial analysis, as stated in the approved Memorandum of Understanding (MOU). Thus, the maximum additional liability to the County by adding a maximum additional amount of $13,000 is $6,500.
Upon completion of the financial analysis, the results of the entire study and the recommended option will be presented to the County and the City of Salinas and the next steps, if any, will be identified for consideration.
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor Controller have reviewed and approved Amendment No. 1 to this Agreement with Management Partners and Amendment No. 1 to the Memorandum of Understanding with the City of Salinas as to form. Contracts/Purchasing approved selection of Management Partners as a sole source vendor.
FINANCING:
Funding for the Agreement and Amendment No.1 is included in the Animal Services Program FY 2015-2016 Adopted Budget (4000-HEA001-8442). The City of Salinas will provide 50% matching contribution for the funding of the feasibility study.
