Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.  Adopt Plans and Special Provisions for the Peach Tree Road Bridge Replacement Project County Bridge No. 412, Project No. 2201, State Project No. 05-142284L, Federal Aid Project No. STPLZ-5944(041); and

 

b. Authorize the Director of Public Works and Facilities to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

Adoption of the Plans and Special Provisions will authorize the Resource Management Agency to proceed with advertising of the Peach Tree Road Bridge Replacement Project County Bridge No. 412, Project No. 2201 (Project).  The bid opening is set for June 13, 2016 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901.  The “Notice to Bidders” will be duly advertised in the Monterey County Weekly.  The project construction is scheduled to begin in July 2016 and completed by November 2016.

 

The proposed project is the replacement of the existing seismically deficient bridge on Peach Tree Road over Pancho Rico Creek, which is located east of San Ardo in southern Monterey County.  The proposed project involves the installation of a new single clear span bridge over Pancho Rico Creek with a structure that will meet current California Department of Transportation (Caltrans) seismic standards.  The existing bridge was constructed in 1955, and is approximately 17 feet wide and 59 feet long and does not meet current design or seismic safety standards.  The new bridge will be approximately 28 feet wide and 80 feet long and will clear-span Pancho Rico Creek.  The new bridge will be supported by two (2) abutments, one (1) on each side of the creek, outside of the creek channel.

 

Approval of the actions above is consistent with the Board’s Strategic Initiatives for Infrastructure Key Objective:

#1 Improve the conditions of County Roads and Bridges

#12 This project is included in the Board’s Approved Final Capital Improvement Program Five Year Plan FY 2015-16 through 2019-2020

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor Controller, and Risk Management, have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.

 

FINANCING:

There is no additional financial impact to the General Fund anticipated at this time.  Total estimated project cost, including project management, engineering, utility relocation and construction, is $2,810,610.  Additional funding from a variety of Federal, State and local revenue has been authorized for design, environmental, right-of-way and construction of the project.  The project is currently unfunded in the amount of $34,021 which may impact the Road Fund (Fund 002, Unit 8195).  However, RMA staff has requested additional funding to fully fund the project with federal funds from the Highway Bridge Program.  If additional federal funding is not obtained and there are not available gas tax funds to cover the $34,021, then staff will return to the Board requesting to use a portion of the Transient Occupancy Tax allocation to cover the shortfall.
