RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts Purchasing Officer to execute, on behalf of the County of Monterey, Information Technology Department, a standard agreement with Sable Computers Inc., dba KIS, for the purchase of licenses, support and maintenance for Carbon Black, a threat detection and response platform, in the total amount of $285,039.00 for the three-year period of July 1, 2016 through June 30, 2019; and
b. Authorize the Contracts Purchasing Officer to sign purchase orders on an as-needed basis as recommended by the Director of Information Technology.

SUMMARY/DISCUSSION:
The County Information Security Team, within the Information Technology Department, is continually working to actively defend the security of the County's network. A significant portion of the security team's work is responding to information security incidents. This includes the containment and eradication of malware and ransomware. Because a large amount of today's malware bypasses traditional anti-virus solutions, the Information Technology (IT) Security Staff have recommended that Carbon Black be added to the County's security resources.
