a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute the no cost Medical Residency/Fellowship Agreement with the United States Air Force for fellowship training in obstetrics for Amanda Jainchill M.D. at NMC for the period July 11, 2016 to July 10, 2017; and
b. Authorize the Deputy Purchasing Agent for NMC or his designee to sign up to three (3) future one-year agreements with the United States Air Force, on the same or substantially similar terms and conditions and each with a term ending no later than June 30, 2020, to provide fellowship opportunities to up to three other United States Air Force physicians, subject to County Counsel and County Auditor approval.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute the no cost Medical Residency/Fellowship Agreement with the United States Air Force for fellowship training in obstetrics at NMC for the period July 11, 2016 to July 10, 2017; and
b. Authorize the Deputy Purchasing Agent for NMC or his designee to sign up to three (3) future one-year agreements with the United States Air Force, on the same or substantially similar terms and conditions and each with a term ending no later than June 30, 2020, to provide fellowship opportunities to up to three other United States Air Force physicians, subject to County Counsel and County Auditor approval.
SUMMARY/DISCUSSION:
NMC offers a one year fellowship, or medical training after residency, in obstetrics that provides an obstetrical fellow (“OB Fellow”) advanced obstetrical operative training under the direction of the OB/GYN and Family Medicine faculty.
United States Air Force offers select physicians the opportunity to complete fellowships at civilian institutions. The physician has been selected and the terms of the agreement have been settled. NMC is seeking authorization to execute the Residency/Fellowship Agreement with the Air Force for its physician, Amanda L. Jainchill M.D., who has been accepted into the fellowship program. Dr. Jainchill shall be paid compensation and allowances as a Commissioned Officer of the United States Air Force and that no additional compensation shall be paid by the County to the Officer during the fellowship.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Agreement as to legal form and risk provisions. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions. The Agreement has also been reviewed and approved by Natividad Medical Center’s Finance Committee on April 28, 2016 and Board of Trustees on May 6, 2016.
FINANCING:
There is no cost to this Agreement. There is no impact to the General Fund.
