RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute Amendment No. 9 to the Agreement (A-11879) with KPMG LLC (formerly Beacon Partners, Inc.) for Meditech management, support and consulting services, extending the Agreement an additional nine month period for a revised full term of June 1, 2010 through March 31, 2017 with a total Agreement amount not to exceed $11,346,270. No additional funds are being requested.

 

SUMMARY/DISCUSSION:

NMC is in the process of reducing its reliance on independent contractors.  NMC’s goal is to fully staff its Information Technology (“IT”) department with County employees wherever possible and to rely on the skills and expertise of independent contractors on a limited, project-specific basis when it is in the best interest of the County to do so. In addition, NMC is now in the process of issuing a Request for Proposal (RFP) for IT consulting with the RFP selection targeted for completion by end of 2016. While the RFP is in process, NMC needs to ensure that consulting resources and skills are available for current and near future projects. This request is to amend the existing agreement and extend the term date with KPMG by nine months. The nine month extension request is based on a maximum six months for an RFP to be completed and up to three months to transition to the RFP awardees.

 

KPMG (formerly Beacon partners, Inc.) Assistance with NMC IT Transition

Amendment No. 9 to the Agreement with KPMG is intended to assist NMC’s transition of IT projects connected to its Meditech Electronic Health Records to a County IT Staff that can fully support NMC’s Meditech needs. NMC has selected KPMG for this transition because of the company’s depth of experience and the expertise of its consultants.  For the last several years NMC has purchased, and continues to purchase, necessary modules of Meditech in order to systematically build a fully operational EHR. The implementation of these modules provides for improved safety and services to NMC patients.

 

This request is for resources to manage, design, implement and support Meditech modules.

NMC began implementing Meditech’s Operating Room Manager (ORM) module in March 2016 and the implementation project is expected to continue through March 2017. NMC is requesting Subject Matter Expert (SME) Consultants to design and implement the ORM module in Meditech. Consultants will also be needed for Optimization after Go-Live until a permanent FTE employee is hired.

 

NMC has recently implemented multiple modules in its EHR, Meditech. Daily support for these modules is required.  NMC is actively planning and recruiting FTE’s but until NMC is staffed by FTE’s, and they are trained, NMC requests ongoing consultant SME’s. These modules include, Computerized Provider Order Entry (CPOE), Physician Documentation (PDOC), Multi-Disciplinary  Discharge Routine (MDR), Patient Care System (PCS), LAB, Emergency Department Management (EDM), Imaging and Therapeutic Services (ITS), Accounts Payable (AP), Billing/Accounts Receivable (BAR), Blood Bank (BBK), Bedside Medication Verification (BMV), Claims (CL), Fixed Assets (FA), Materials Management (MM), Order Entry (OE), Physician Care Manager (PCM), and Provider Order Management (POM).

 

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this Amendment No. 9 as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. The Amendment No. 9 has also been reviewed and approved by NMC’s Finance Committee on April 28, 2016 and by its Board of Trustees on May 6, 2016.

 

FINANCING:

No additional funds are being requested for this Amendment No. 9. There is no impact to the General Fund. The current Amendment has funds available that are included in Fiscal Year 2016/17 Adopted Budget for this proposed Amendment.
