RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a three year term (July 1, 2016 to June 30, 2019) Mental Health Services Agreement with Seneca Family of Agencies dba Kinship Center for mental health services to children and their families in the amount of $2,254,291 for Fiscal Year (FY) 2016-17; $2,254,291 for FY 2017-18; $2,254,291 for FY 2018-19 for a total Agreement amount of $6,762,873; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one year amendments that do not exceed ten percent (10%) ($676,287.30) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Seneca Family of Agencies dba Kinship Center provides mental health services under four (4) separate programs: (1) D’Arrigo Children’s Clinic; (2) Adoption Preservation; (3) Early Childhood Treatment Services Program; and (4) King City Children’s Clinic. These programs serve mild to moderate and seriously emotionally disturbed children who are in foster care, require aid to adoption, or are in adoption preservation status.  In FY 2016-17, mental health services are being expanded to also include families and/or caregivers of eligible children to provide a reduction of mental disability and an improvement in mental health functioning for all family members.  Additionally, the Early Childhood Treatment Services Program, formerly known as the Trauma Services Program, has been expanded to treat children ages 0 to 5 and their siblings with mental health needs that are not being provided for by other Monterey County programs. 

 

The Health Department has contracted with Kinship Center for provision of mental health services at the D’Arrigo Children’s Clinic and the Adoption Preservation since FY 2004-05; the Early Childhood Treatment Services Program (formerly the Trauma Services Program) since FY 2011-12 and the King City Children’s Clinic since FY 2014.

 

Kinship Center continues to provide mental health services to Monterey County and out-of- County Medi-Cal eligible youth, and their families through an array of programs. These services address the impacts of adoption on a child and his or her family and address permanency issues. Services are coordinated and designed to address mental health needs through individual, family or group therapies and interventions and aims to reduce the possibility of future residential care, out-of-home placement, and/or hospitalization.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding. 

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 1) Empower the community to improve health through programs, policies, and activities; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems; and 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  This Agreement is on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded by Medi-Cal (50%), Early Periodic Screening, Diagnostic and Treatment (EPSDT) (42%) and the Mental Health Services Act (MHSA) (8%).  The funds for FY 2016-17 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Requested Budget.  The funds for this Agreement for FY 2017-18 and FY 2018-19 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
