RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Health or Assistant Director of Health to execute a three year Mental Health Services Agreement with Interim, Inc. for the provision of mental health services in the amount of $10,448,732 for Fiscal Year (FY) 2016-17, $10,192,516 for FY 2017-18, and $10,192,516 for FY 2018-19, for a total Agreement not to exceed the amount of $30,833,764, for a term of July 1, 2016 to June 30, 2019 ; and

b.                     Authorize the Director of Health or Assistant Director of Health, to execute up to three (3) future one-year amendments that do not exceed ten percent (10%) ($3,083,376) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Monterey County has contracted with Interim, Inc. for many years to provide residential and day treatment programs, supportive housing, homeless outreach and support, supported education and employment services, peer navigation and community-based activities that provide normalizing experiences for adults with serious mental illnesses, who may also have co-occurring substance abuse disorders. The programs provided by Interim, Inc. have been developed in collaboration with the Behavioral Health Bureau in response to community needs identified during local planning processes.  This Agreement will assure continuation of these services for an additional three year term beginning July 1, 2016 through June 30, 2019.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and a defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically:

7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. The Agreement Part 1 and Part 2 are on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded by Federal Financial Participation (37%), Realignment (37%), Mental Health Services Act (25%), and federal grant funds (1%).  The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 Recommended Budget.   The funds for this Agreement for FY 2017-18 and FY 2018-19 will be respectively included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
