Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to sign an Agreement with BKD, LLP in the amount of $240,000, to provide revenue enhancement services to the Health Department for the term of three (3) years, beginning July 1, 2016 through June 30, 2019; and

b.                     Accept the modifications to the County’s indemnification and mediation provisions, as recommended by the Director of Health; and 

c.                     Authorize the Director of Health or Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the total amendments do not exceed 10% of the original contract amount ($24,000.00) and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates nine Federally Qualified Health Center Look-Alike (FQHC-LA) clinic sites, including two satellite clinics, which are all mandated by Health Resources and Services Administration (HRSA) to provide primary health services to all patients regardless of ability to pay.  BKD is an expert in Managed Care Settlement Reports with the Department of Health Services (DHCS) and highly experienced in FQHC financial reporting to the State and Federal government to maximize potential reimbursements.  Since 2008, BKD has expertly assisted Clinic Services with multiple Managed Care Settlement Reports and, in 2015, provided invaluable guidance to Clinic Services in preparation for the first HRSA on-site visit audit in over eleven years.  BKD is integral in ensuring Clinic Services is meeting requirements and maintaining compliance for FQHC licensure.   Approval of the recommended action will provide the Health Department with continued revenue enhancement services from BKD.

 

While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically:  (5) Develop policies and plans that support individual and community health efforts, and (6) Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, the Auditor-Controller and Contracts/Purchasing have reviewed and approved the Agreement. Risk has reviewed and accepts the revised non-standard indemnification provision.

 

FINANCING:

Sufficient funds are available in the Clinic Services Bureau, Health Department FY2016-2017 Recommended Budget 4000-HEA007.  This Agreement is funded by revenues generated from Medi-Cal and Medicare.  There is no financial impact to the General Fund resulting from approval of this Agreement.
