Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a

three (3) year Mental Health Services Agreement with Central Coast Citizenship Project for the provision of community-based mental health prevention and early intervention services for unserved adults, children, and families in the amount of $85,160 for Fiscal Year (FY) 2016-17, $85,160 for FY 2017-18, and $85,160 for FY 2018-19, for a total Agreement amount not to exceed $255,480 for the term of July 1, 2016 through June 30, 2019; and

b.                     Authorize the Director of Health or Assistant Director of Health, to approve up to three (3) future one year amendments that do not exceed ten percent (10%) ($25,548) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12495 with Central Coast Citizenship Project (CCCP) which will expire on June 30, 2016.  Central Coast Citizenship Project provides prevention and early intervention community-based mental health services to the unserved and underserved Latino population of Monterey County.  Services include community outreach and engagement opportunities to increase mental health awareness, education on accessing services, and referrals to agencies.  In addition, CCCP has a clinician on staff to provide direct services that include assessment and short-term counseling.

 

The Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions.  This Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Mental Health Services Act (100%) revenues.  The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Recommended Budget.  The funds for this Agreement for FY 2017-18 and FY 2018-19 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
